Hickman probably didn't know what to do with Cap in that situation. It's like taking Picard or Kirk and putting them in a DS9 moral dilemma without a convenient moral out. On paper, Cap doesn't compromise his morality even in unwinnable situations arise, but that just leaves him fighting the Illuminati, essentially making him an agent of the end of the world, or you have him give up, which also sucks. Having him removed from the equation for most of the run was a decent solution, but i really can't think of an alternative for what to do with his character in that plot other than "you tricked me now I best you up" that isn't more out of character.

Honestly? Instead of having Cap go full retard, and have Sunspot get him to calm his tits for a bit. Cap should have been the one to go "this is really fucked up. but we need to set aside our differences and help people" and then basically give the speech from OPs image.
Cap is the guy who should have been the one to point out that if everything is dying and there is no way to stop it, then everyone needs to move on to the next step with is somehow surviving it.

These posts remind me of the anons around Civil War asking why Tony would help the government and Cap would fight it. You can't just take a line from the middle of an arc and use that to argue the conclusion doesn't make sense. Steve Rogers took a back seat to Captain America the day he got the serum. After saving half of all life in the universe, it was time for Captain America to let Steve come back. Captain American doesn't know how to exist without a war, but Steve does. Leading that group for the survivors and even him talking to Black Widow when she's crying, Captain America had to point out how things were going to be okay because Cap is the one that came out of the ice and was needed by the world. You see glimpses of Steve when he's doing things like saving Bucky in Civil War. When Cap tells Black Widow "I know it will [work], cause I don't know what I'm gonna do if it doesn't," that's Captain America saying he scared of being Steve Rogers. Cap can go back in the ice through the time travel and go back to when Steve Rogers was still alive in that sense. How many wars does he owe you simply because he exists?
