Betty Gilpin would actually be pretty good. She's the only actress I can think of off hand that has a close enough body type.

Gilpin has the proportions and can do comedy, Cohen is good at playing loons and is poised for his big break next year, and whoever Kamala is is qt.

You guys are vastly overestimating the show's CGI budget. It's $10 million for 6-8 episodes. A fully digital main character might not be affordable.
I figure 1 of four things.
1. Lotr Forced perspectives and off scale foregrounds w/ occassional green screen to make her look talls/smol between green and non hulked.
2. Mocap suit, full CG Shulkie
3. Light forced perspective but using First Avenger face swap CGI to make Jenn look smaller.
