Because they were slowly building up the conflict by having some episodes where Star helps Marco build his confidence while harboring feelings for him. Everyone was hyped to see where it would go, only for Season 3 to flick us in the sack by killing the conflict early on.

I think the issue is that most romantic false leads are just one-note crushes that the lead character barely even talks to until they either work up the courage to ask them out on a date in the last episode, or they realize that the person they have a crush on isn't really worth their time.
The way they wrote Jackie was a double-edged sword because she was actually a pretty cool girl and they had Marco acknowledge that he barely knew her despite romanticizing her and putting her on a pedestal, prompting them to actually open up to each other and spend time together. But it's all for naught, because she was never intended to be the final romance. So by making characters like Jackie, Tom, Kelly, and Hekapoo likable, it's actually unpleasant when they get snubbed and sidelined one by one just for the sake of fueling more romance drama for the obvious endgame couple, Star and Marco.

Just about every true crime show out there, various teen dramas, it's a taboo topic but does get brought up on the Mexican soaps I used to watch as a kid, the news. I remember the American Horror Story set in Louisiana had it early on.

He was the most competent villain in the series, killed a major character's parents, had a long-term barely explained plan, and no clear backstory beyond his hatred for magic.
