While "Help, I've been transformed into X" or any kinda baleful polymorph situation is certainly fetish fuel for a lot of lurkers on the internet these days, in general it was a standard plot stock option for comic-booky stories since the transition into the Silver Age of comics.

It's basically meant to be a (usually) non-violent conflict that eats up an issue or episode without it having to be all about "how are we going to punch the bad guy in the dick this time?"

And in context of TMNT I noticed that usually one turtle escapes being inflated/ingesting a love potion/trapped by a weightlifting machine/whatever so it's a hardball way to make that episode a character centric one.

yeah the entire part of that episode was fucked up and I figure the writers just ran out of ideas and said "let's just make up a shitty ending where they turn into balloons and use the power of belief to turn mothballs into magic orbs. we'll come up with the real ending in the morning" and they came back the next morning and the scripts had been shipped to the animators.
