I don't know what your metabolism is like, but if you burn energy like no tomorrow then it's very important to eat properly or you're just gonna fuck yourself over.
I'm pretty active but eating enough is the hard part. Like fuck, I tried to bulk for a few weeks once, and ended up throwing up on more than one occasion. I might have something going on, but my appetite is basically nothing. I get by on around 1200 calories a day.

I get you dude, I hate having to eat a bunch as well. You really have to force yourself to eat regular meals though if you want to gain.
If I'm not careful I can burn off an entire pound or two in a day.

I think you missed the point that early on Captain America was a propaganda mascot first and a soldier second.
I'll have to count calories, track progress, and also make sure I'm getting enough protein and other essentials while being active enough to strengthen and tone the right muscles. I'm not joking when I say I look like Steve before he gets juiced up.

If real steroids were as great as the Super Soldier Serum (take it once and you're good for life, no regular injections, no testicular atrophy, no heart trouble or high cholesterol) there would really be nothing wrong with them outside of sports. And even real steroids aren't that terrible for you when used carefully under supervision of doctors like how all of the male MCU actors are undoubtedly taking them.

What do you eat? Most people won't tell you this but if you're that skinny and need calories some fast food wouldn't be the worst thing in the world.

Did you see the list of the ailments he had? Steve was a pretty fragile dude, and in the 40’s that’s even worse. There is basically zero chance of him ever being able to bulk up especially in that time period.

I mean, in comics usually, when someone gets superpowers in a non-genetic way, they’re DNA is usually written to be overwritten. In the ultimate universe he had a kid and he retained super soldier feats so it’s not unlikely that main universe Steve would also pass his super soldierness down too.

Ignoring the whole "super soldier serum" thing, that body type is not attainable by 99.999 percent of humans and even for the small percent that can it involves lots of money, time, and severe dehydration.
Under even the most gruelling exercise regimen you can't change your skeleton or muscle growth patterns. Most people will wind up looking like they have a pot belly with enough functional strength.
