Once upon a time there was a politically significant, if not necessarily large, portion of what we know as 'The Left' that favored the small people taking initiative over their own affairs as a mighty collective. Sure that's what the other heroes and even Cadmus would be concerned with but they were both so focused on topping the other they did things that allowed Luthor to take advantage. What GA saw were two powerhouses employing weapons of mass destruction and metahumans and fighting each other. Batman brought him on as part of the Justice League to be that voice that's there to remind everyone the real reason they were fighting for.

I don't really see the point of Cadmus. Not because of any moral or ethical issues. But because the US government already has proprietary rights to super-strong/tough/Energy Projecting mandroids. Which the league buys and uses to provide substantial challenges during training.

I loved Cadmus arc. There were solid in-universe reasons that justified the existence of an organization that intends to make sure that super-powered beings won't ever again become a threat. But unfortunately their attempts to keep capes in check resulted in escalating tensions and an arms race between the superheroes and Cadmus. It felt like a very realistic conflict; one where both sides felt like they were doing the right thing, both felt like the other guys were to blame, and it was difficult to determine where things actually started or who's the guilty party.
Also, stuff like this scene was great: youtube.com/watch?v=m2U5BHxBRMI All the people involved in that argument have a point even if they disagree with one another. It's IMO pretty intense and awesome to handle the arc's conflict that way.

Which is the biggest problem with Cadmus. Yes complete unchecked power of the League is bad. But when the majority of the planet is on the Leagues side because they frequently go out of their way to help people and save everyone from countless disasters, the only people you're going to get to sign up for taking them out are either trigger happy nuts like Eling or people that already have an axe to grind with the heroes like Lex and Hamilton who are not the kind of people you should want to work with because if they don't like the heroes that probably means they want to/or have been stopped from doing something bad.
The only rich guy they could get to fund them was Lex (because most of the other richest people in the world either are part of or otherwise allied with the League) and surprise surprise he was playing them like chumps while he tried to ascend to god hood.
