You can make something with canned responses that could do a decent job, perhaps some kind of micro-variation algorithm so the responses sound a lot less canned.
But no, actual teenage robot GF with the ability to craft intent, never.
Multiple times when they make a program and say "it learns" it becomes "highly problematic" and the reasoning behind this is ignored lest one actually commit the sin of engaging in wrong think and questioning how it came to form those responses when it wasn't told to or even minor parameters that would naturally lead to those responses.
Then if they want it to say what they want it to say then they have to retard its learning capabilities and again, ignore the kind of message that sends but most importantly how idiotically ironic it sounds needing to limit a things learning capability when you are trying to make something that at least acts like it understands the data you feed it.
Instead of confronting their own cognitive dissonance and unpleasant facts about the world garnered from the results of an absurd amount of random data fed into an algorithm that at the very least acts unbiased by its nature of just making an overlay of word association, the opinion is instead

To get something as complex as a human, they would at least have to raise it as carefully as they would an actual kid. Do you want to be the person in charge of babysitting the robot?
Which is why you see these massive shortcuts like "Let's just dump all the data in the world on it and let it learn as it goes!" and then happens, because that's not how you form a basis of how reality works.
This is making the assumption that isn't also true, either. And that it's impossible in our current model of AI development to make an actual, thinking being because our development of AI can only lead to the creation of algorithms that manipulate symbols, see the Chinese Room experiment.
