Bear in the Big Blue House was amazing. By the time I first saw it, I was too old to really appreciate the content, but when I was in the same room while my kid brother was watching it, I was always impressed by how good that suit was. There's an interview with the guy who played the bear where he talked about how difficult it was to work with the costume.
One arm is used for the facial operation and the other one pretty much controls both arms at the same time with only some minor adjustments being possible to not make it super obvious.
