Probably outclass most people who aren't the Avatar or a spirit.
He's part gem so most of the tactics that work against regular humans and benders don't apply, and I think he has super strength and speed, right?

immune to chi blockers because he's a shapeshifter and he doesn't have chi, all the magic comes from his gem
broken considering he can control plants and rocks with his tears and spit, has mad hops like an airbender, and is effectively immune to all projectiles

Would he kill anyone? No, it's Korra and they still didn't change that approach to dealing with villains

>He befriends people easily as usual, and does his little bit to make the world a more peaceful place
>He becomes absolutely disgusted by the abhorrence at all levels of the, from the reckless Avatar who will ice criminals in the street but won't hold royals to account, the casual genocide of the airbenders that's just been brushed over because other people wear facismiles of their clothes and distortions of their culture, and the rampant prejudice and corruption of society in every single way

Latter most likely, considering beach city and Earth in general is an extremely idyllic place, and in Korra's world, Korra's the main go to for wisdom.

Regular Steven's shields are already strong enough to block spaceship lasers, and Pink Steven's shields are stronger than that, so I don't see you being able to get past it via bending

Pink Steven isn't really something that can be weaponized, it's more of a failsafe to ensure Steven doesn't if his gem gets removed. Now, if he were to fully tap into his Diamond powers (like he seems to be doing in the trailer for the movie) that's a different story
