Because it uses an actual child as the voice actor of Peppa, and it shows relatable scenes for a toddler. It's just a simple slice of life show that follows the life of a normal family through the eyes of a child. Since the characters are animals, it's easy for a kid of any ethnicity to relate to the characters.

It's no different how an adults see shows where they find relatable characters. Of course an adult can't understand the appeal of Peppa since Peppa is truly created for toddlers, giving them life lessons that are easy to understand. The character designs are simple in purpose because it's targeted at kids whose brains aren't still developed enough for more complex shapes, so they find it enjoyable to watch.

Basically, Peppa is South Park for toddlers.

I don't think you understand Disney's position.

A corporation, especially a publicly traded one, demands profits. Constant profits with no possible downturn. It doesn't matter if you're on top you need to constantly be bigger and better and raking in money like nobodies business. The money you made last time doesn't matter unless you pay dividends or spend it to make more money.

Disney as a result needs to constantly expand in ways that are unsustainable or infeasible. Hence why they rushed out Galaxies edge like three years after opening their biggest park ever in Shanghai and are already planning even more expansions while Marvel is making twice as many movies as five years ago and Lucasfilm launched into annual releases with no buildup.

Disney HAS to spend that kind of money because the money is meaningless to them otherwise.
