The downward spiral started when things went grimdark towards the end of the 80's but he, as a character, went to complete shit when his fake parent robots died and didn't recover for a long time. It took him being replaced by a clone (who was the real one all along but then wasn't) before Pete got some actual character back.
Ben and Miguel were the only good Spider-Men in 90's comics.

JMS made it very clear in the story that he didn't want to write that story, and he basically framed it as a testament to how powerful Peter/MJ are. During the 90s or other down periods Spidey still sells all right and gets attention. For years on this site people complain about the direction of Spiderman and Batman, while still taking about them immensely. Story quality is less important than the appeal and attraction of the characters particularly the major ones.

I got into Spider-Man with the Sam Rami movies and the 90s show. Then in my tweens I watched Spectacular Spider-Man. Spider-Man to me has always been about Peter getting his shit kicked in by the villain or his life but Peter being morally incorruptible and always doing the right thing. At the end of the day superhero comics are just soap operas for boys and having "secret kids" is par for the coarse and a simple way to create cheap drama. It was done ham handedly and it just shows you how little the writers and editors actual collaborate when working on the same character is probably right and he would've made a lot more sense as the villain for the arc to still allow gwen to be the "biological" mother to the kids without specifically ruining her (and MJ) in the way the story did
