Long story short, Luthor had a vision of/went to the future and discovered that humanity had to like, embrace Doom instead of Justice so he gathered the Legion of Doom to fight the Justice League, found Perpetua, the goddess creator of everything and everyone, made a public announcement about how the heroes are fucking stupid and Justice actually sucks, dissolved LexCorp, attacked the president with the Legion of Doom, faked his suicide and then sent his drones all around the world so he could play Fairy Godfather to the villains giving them gifts and offers to help them spread Doom.
He also used his father's old technology to become this human/martian hybrid after WHIRRRRRRRRRRing Martian Manhunter and turning him into his fucking spandex suit so now he's Apex Lex, the ultimate lifeform or something.
I might have missed some details but that's pretty much the gist of it.

It means people should just follow their urges and will rather than help and protect others. It's basically hyper Objectivism and the future Earth he saw was dominated by people like that and they had formed an empire that conquered the stars.

Because it doesn't really work as a storytelling concept without replacing his gangster roots. Just look at this story, it's not about him being a gangster anymore, it's him pretending to be someone else. It might at face value sound okay, but in practice it's too high concept to be practical. In order to for the steal identities bit to have any meaning he has to live their lives and that in the long term turns him into a D-list Chameleon/Jane Doe, while his gangster gimmick becomes superfluous.
It's the same as the edgy cult idea in No Man's Land, it has no roots outside of a single story.
