Except this character in particular? He only wanted to brutalize his city's worst most insane criminals and mass murderers. Only the top tier ones who have made major identities as these murderers and criminals is who he wanted to truly take care of.
It also bothered me how in this specific episode they didn't show Joker. Not even hint at his existence because let's face it, Joker alone justified just treating all these lunatics like the filth that they are. Very few of them deserve pity or empathy or a chance at a better life. I can only think of the ventriloquist character because he's one of the few in that same series who showed actual potential to reform.
Sure he was kinda right. The problem is that he went after villains that were pushovers in a melee fight. I wonder how it would've been if he went up against Crock, Bane or Clayface.

Honestly, that does bring up a point against Lockdown: you DIDN'T see him rough up Two-Face or Joker or anybody who could fight back or would put up a fight without their gimmick tools. They were helpless.
Scarecrow deserved it. *Maybe* Poison Ivy really had this shit coming, and I wouldn't be too upset if Hatter got treated like this after mind raping that girl, but Scarface/The Ventriloquist is a fucking victim and honestly deserves real therapy, and this was still early on when Harley actually had a shot at redemption; she nearly got clean but had a breakdown in a recent episode and wasn't culpable with some of the Joker's heavier shit.

He's not physically imposing compared to Batman, and the Creeper beat the shit out of him during season 4, but the Joker is crazy. He's unpredictable in a fight and is pretty ruthless.
If knuckle dragging prison guards could give him trouble, he's really not as big a threat as people make him out to be.

Gordon was the first non-corrupt high police official in a long ass time even if his forces got overwhelmed a few times, the Mayor of even a large city certainly doesn't have the authority to execute a psycho clown after the third killing spree- that shit is clearly more of an issue at the state or federal level.

What was this guy's plan if he actually did manage to drown all the biggest city figures? That would just cause MORE crime to happen because with their leaders gone the Cops would be less prepared for city wide crime sprees, an emergency election would cause chaos and surely Ed McSwindler and Joe Corruption would try to take advantage of it.
Really, all he had to do was bring a gun to work and shoot Joker in the face, and subsequently off as many of the worst of the worst he could before someone stopped him. face it, this guy was a bully who thought he was right and went crazy without coming up with a decent plan to actually get rid of any of the super criminals.

Yeah, I like his concept as an Arkham official who just went nuts over the frustration of running a place like that. It would've been a lot more interesting if he actually had a sane strategy, instead of lashing out in a completely idiotic destructive way.

Seriously it would take a writer being able to work on a comic or show long enough, but you could get some mileage out of the rise and fall of a character who subtly tries to put an end to this nonsense.
Introduce him as the One Smart Arkham guard or otherwise be a part of the facility and he tries, TRIES to keep the inmates in line. Maybe even helps Batman in a first fight or something and gradually watch him unravel.
But he still plays it smart. After the Joker slits Billy the Intern's throat or something, he finally has enough of this shit and starts a plan to bump off the inmates. Masterminding shit, no costumes, no show of it but Batman has a chance to notice it to amp up the tension.
Meanwhile he does shit like in the start of Silent Hill Downpour (fucks with the cameras in the shower facilities so someone can murder an inmate after steaming up the shower room) or arranges for transfers and mysteriously the prison bus drives off a cliff.
Lock-Up's a "villain" who's only a bad guy because he'd put Batman out of business. As has been mentioned, his end-game scheme to drown public officials is almost ludicrously over the top. He should have been allowed to continue to keep the prisoners in line.

It’s a shame more wasn’t done with him. A villain who attacks other villains and has a point that the system doesn’t work would be a good change of pace for Bats. Rumor tried the same thing, though he wasn’t quite as memorable.
Joker was actually an apt fighter due to being unpredictable, it’s just that he looks weak compared to Batman. Two Face was a bruiser of a man, but next to Batman he didn’t seem as impressive. Even Croc wasn’t all that much stronger than Bruce.
“Unpredictability” means he gains the upper hand by doing something unexpected, like jumping Bruce in JLA from behind, pulling the knife move and stabbing Bruce in Return, beating people up with salami, and so on.
