When I made that pitch back in the first or second thread, I went at it from a "Scrooge meets Big Boss meets George Rockwell" angle. Instead of being a bad boy Casanova, he's this bitter guy who's getting women because of the money and fame, but is forever angry that he didn't get his first kiss under the moonlight when he was 15 or whatever. So he puts on this macho persona, he's brutal in his fights, he constantly tries to improve himself through Augs. He's an eternally insecure person living inside a fictional character. Instead of moving away from guns, he gets more into them. Instead of being a thrill seeker, he's a nutcase ala Patrick Bateman who gets his rocks off by his "super-hero job".
He's honestly a really interesting character to play around with. A soul full of black sout but a delicious wrapping.

I always viewed an inverse of Captain America as being "FUCK YEAH MURIKA MOTHERFUCKERS" on the surface but deep down he's utterly nihilistic who just uses the facade for more power. Some sleazeball would make this pass at Pep and Stark would track him down later that night and go all Travis Bickle on him.
Really, I think you need to give him some moral qualities to make it work. He's not a serial kilelr or a sociopath; he cares for certain people and groups. But he's got such resentment and loose moral codes that he's ruthless towards the people he considers worthy of punishment and can get sadistic. I've not cracked it completely yet, but it should be a story about a person coming undne by his own demons, falling deeper towards the bottom, constantly struggling with wants and needs.
