As much as I want Zim to get development, I understand why they decided not to. Zim control's the entire direction of the show. Any change, even mild ones, would completely alter how the show goes forward.

EtF wasn't meant to give complete "closure". It was created to give enough of a finale to satisfy fans while still have the door open for a new season/reboot.

That said, with how current television is all about continuity I'd love if a revival would in fact have Zim realize the Tallest's true feelings about him and have the rest of the show him dealing with this in his own insane way from intense depression to deciding to destroy the universal along with Earth and the Irkens himself.

That's what makes the entire series so appealing. There's a perfect contrast between the adorable, somewhat simple character-design, and how dark the characters' motives can be.

The entire Zim fanbase has always been extremely annoying. There's no reason they would want to specifically spite the people who enjoyed the most serious/competent antagonist.

I think it really just comes down to them not having any ideas for her. I mean she's a serious character and the entire Zim reboot has been way goofier than the original series, so she'd honestly be pretty out-of-place. She belongs to their older, edgier attitude.
