realistically, Homer is in operations and ought to be pulling in shitloads of money, lots of jokes about the Simpsons being impoverished only make sense if we assume the Springfield plant pays really shitty for some reason because it's a cartoon.

They just gave him a fake job to shut him up, thats how he gets away with doing nothing, missing all those workdays and quitting so many times.
Of course he doesnt nottice because he is so stupid, they just write him a check every month but he is not an employee, he doesnt have a job description, he gets paud for showing up

There is a theory that he still got some money by the time he was a musician and still got the money from the Barbershop Quartet (as the other members)

Burns canonically treats all his employees like shit; he undermines their pay and benefits to line his own pockets, and the plant itself is in such shitty condition so he can even further hoard money. According to Smithers the planet barely pays any taxes due to loopholes, and that money sure as hell isn't going to anybody but Burns. the very first episode entailed him canceling the Christmas bonus so the executives wouldn't 'suffer' any losses.

Admittedly Homer kinda dooms the family to living on low income through his actions, but it can't all come from that if he was making legit safety inspector money.
