You guys are the closest here. GER is a hard counter to any actions taken. So, the only way to 'defeat' him is in doing something passive that doesn't involve acting.

Something like passive radiation poisoning is the kind of thing I could think of. So, maybe Radioactive Man in a room with Giorno doing nothing could do it.

It's also unclear if GER's protection extends to other points in Giorno's timeline, so he could possibly be defeated by someone going to a point in Giorno's history before he had GER, or even before he developed Stand abilities.

That's the real answer. The thing about GER is that its ability is very much single foe centered. At the time of GER's birth, Giorno's biggest desire was probably to fuck Diavolo up the hardest imaginable. And so the ability reverses the actions of whoever attacks Giorno, to their starting point. Back to zero. Infinitely.

He becomes like Diavolo, in a one-on-one match he could defeat anybody. But all of that goes to shit if someone destroys or bends the universe outright in its entirety. Giorno can only reverse those actions that are targeted directly at him.
