Assuming he has a quirk rather than being magic, he'd probably be Rappa or Muscular tier.
So in story he'd be one of those characters that have very few goals past their physicality and only really exist for a cool fight scene.

It's a manga/anime where 80% of the planet's population has some form of superpower. It's kind of like X-Men, only they're not really a minority and no racism. Society is built around the hero career which is really just a big popularity contest where heroes get paid to stop villains. The story itself focuses on a class of students trying to get into that career and a whole lot of other stuff I wont get into

Pretty sure the nature of Juggarnaut’s powers are too op to really really to be beaten by any of thr characters regardless their strength level except for a few characters with abilities that are just kinda broken like Shiragaki.

Juggernaut without the Gem is basically just super strength with a little more emphasis on momentum. There are several heroes in the comic that can probably work well on him.

With the gem he's that times ten and has potential to become trion juggernaut and universal threat. Like call in silver surfer and tell him to tell galactus to help out.

He likely be just a petty robber till All Might busts him up and gets him lock up one way or the other. I wager they give him some offer to be a hired hero since his powers are magic in nature which he hate at first until he started to get fans and would either go full ego of eating up being amazing or actually trying to be good, I think a big factor of which would be if his first wave of fans were either adults or kids

Now another turn of events would be they learn how to remove the Gem of the Cyttorak or out right talk to Cyttorak, then we get all kinds of stories depending if it's the heroes or the villains that accomplish this

He'd be pretty much unstoppable. Nobody can match his power level in the MHA universe, he has Class 100+ strength, is indestructible, and his helmet protects him from psychic attacks to boot.
The only one who might stand a chance of getting in his way is Ochako, since the Juggernaut can't really do anything in 0 gravity and without gravity he could be punched away. But eventually, the Quirk would deactivate and the Juggernaut would just fall back down to Earth more pissed off than ever.

Shigaraki wouldn't be able to beat him either, he'd completely no-sell his Quirk.

The core of what he cares about is being worshipped/known. Normally being villainous gets this, but the Marvel universe has gotten to the point where it's actually better to join the good guys in order to rampage with impunity. MHA probably has a similar situation.
