Well really anybody, if you're going by Superior Foes. That book was made up of complete nobodies, which was the entire point; not only did they treat the characters as sort of lovable jokes but they were able to alter their personalities to suit this odd tone.
If you're intentionally picking lame villains, you have endless choices.

It's criminal how Johns just murdered all of them and we never got an Earth 3 book out of it. Especially since imo Johns' version of it would handle an ongoing a lot better than Morrison's version.
You don't kneed the CSA to be alive in order to have a Crime Syndicate book, you just need to set it before they were killed.
It took a special kind of idiocy to make SupFoes work the way it did.

There is a difference between a Superior Foes type setup and copying the dynamic of Superior Foes. The former can work with the Rogues, the latter does not.

Kang book. Everyone is Kang. He's slightly staggered his timeline so multiple instances of himself are in play simultaneously, while also dealing with divergent versions of himself.

The Mauler Twins, the Lizard League, Magnattak, Tether Tyrant, Furnace, Killcannon. Doc Seismic, Slaying Mantis...so many fun characters who really just got over looked because Viltrumites (and sometimes Angstrom Levy) were all that mattered
