Aquaman's problem is that the current editor on his books hates the status quo established by Brightest Day and New 52 and has tried his best to get rid of it. It's why we had the horrible and aborted run by Bunn, which he compared to Byrne's reboot of Superman. It's the reason they brought in KSD and fired Abnett. Aquaman is in the hands of someone who basically hates the character.

WB never expected Aquaman to make a billion. They dumped in December and expected it to be taken out by Mary Poppins and Bumblebee. His success was a shock to WB and DC.
WB was expecting Shazam to be their billion dollar cashcow, which is why they advertised the hell out of it and even gave early showings. Then it came out and bombed. Because of this everyone at WB was upset.
WB is giving Aquaman a sequel and spin-off (though the sequel will probably be delayed now that Jason was arrested for protesting). If either or both is successful then AT&T will force more Aquaman pushing.

They expected Shazam to get buried by Endgame so they made it cheaper than everything else in the DCEU and barely advertised it, so even if the profit was minimal they're down for sequels before the kids get too old
They sunk a lot of money into Aquaman because of the underwater CGI and fought with Mary Poppins and Bumblebee because Star Wars passed on the prime December spot for that year
