In the earliest series pitch she was Serifina Baldaur, the cowgirl from the nu52 version of the Forever People. But either because Bendis wanted a new character or because DC decided to undo the Serifan gender-slip we ended up with someone else.

(Serifan showed up a couple times in the original YJ comic and his big appearance there was actually adapted for an episode of the Young Justice animated series.)

So she is from Multiverse-2, meaning Bendis plans to do the Empty Hand story eventually.
