I never said The Cat or any of the inhabitants of the train symbolized anything nor I believe any of the train cars were made specifically Tulip or her problem really. That should be clear when One refused to make a car specifically for Amelia. All I said that the train and whoever controls it creates the cars and the inhabitants in it which was shown to be the case when the animals came to life when the car under construction activated. Also it was made clear that Amelia made the car with the turtle in it including the turtles themselves. So yes the train did create the inhabitants of the train but not to teach anybody a lesson. It probably plopped Tulip in that part of the train because it thought that was the best part for her.
as for symbolism goes Cat was there to be a foil to tulip.

I just marathoned this show today and I really like the concept and mystery to it. Only problem is that even by the end I didn't like Tulip and I especially didn't like One-One. At the start I disliked Tulip, but by the end she became tolerable for me. The Cat and Adacus where the only characters I didn't out right dislike.

It reminded me of something from Hitchhiker's Guide to the Galaxy. I was fine with it for the most part but he could definitely grate at times. I think it was a necessary thing for Tulip to have some sort of companion at the start as she's finding her way - she doesn't even meet Atticus until the third episode. Having it be something that can't provide any real semblance of information was a nice change of pace, imo - it places more weight on Tulip and forces her to essentially shoulder traveling 1-1 as a burden and as a result her character growth stands out more. This really comes to a head when we see how hard she gets trounced in the ball pit car and has to get herself back together.

Yeah I don't like those types of characters. When watching I thought something had messed with his programming and Tulip being a LEET coder she would eventually fix them and bring him bacj to how he is supposed to be.

I mean it's likely Cat wasn't gonna say anything about Tulip to the conductor after she gave One-One to them but at the very least the conductor would have left Tulip alone. If Tulip continued to be a nuisance to the conductor the smartest thing to to is to try to get her off the train as fast as possible.

It be an interesting timeline if Cat actually successfully delivered One-One to the conductor but they backed out of their deal of letting The Cat go and forced her to fetch more things for them. Thus the cat actually helping Tulip to get her freedom.
