Lifebringer One is the name of the First Hero, created after the Second Multiverse. And the incubator that made Galactus who he is from the Sixth to Seventh Multiverse is the Cosmic Egg.
It's like Cates speed-read through Wikipedia and copied a bunch of loose ideas without minding what he was doing.

It was established decades ago and further elaborated upon later that after the Big Bang, Galactus was not yet fully formed and was in an incubator for a while.

I'm guessing he means that he's ignoring Dawn Greenwood, but that pretty much looks like a flashback, when Dawn was more of a recent development.
