Because he's a serial killer. You generally throw serial killers in jail.

It is dehumanising work killing the worst of humanity on a day to day basis with no one to go to for emotional support, no one who actually looks up to you.

At the end of the day. Steve have friends to go back to, Tony has people to go back to, even in their darkest hour they have people to have as their moral anchor to realize there may be hope at the end of the tunnel
