The story can't be about something it mostly just ignores, or treats as a minor nuisance the rare moments it comes up.

The focus of the story is not the same as its point. Sure they have to show you Saitama beating everyone easily but its not about looking at what Saitama is going to do to beat them; You already know the punch is going to happen and its going to be over. The point is the reaction of the characters over such a consistently absurd and anti-climatic formula.

Right but his established limits are on his abilities, not on his power and the series already plays pretty lose with the idea that he's just really fast/tough/strong (Tornado's telekinesis doesn't work on him for one thing).

You can't really say it's just that he's way above everyone else in his world either. Part of the series running gag is that he's faced every manner of villain and monster imaginable but no matter what genre of anime they walked out of and what incredible power they posses he beats them just the same.

But he IS above everyone else in his world. The characters seem weak because he's the strongest thing we've seen so far. Nothing in his world has beaten him yet but it doesn't mean much when characters from other universes massively outrank him.

They had an intergalactic menace who conquers entire systems travel across the universe searching for someone who could pose a challenge to him only to get effortlessly defeated when he meets Saitama. And the series went all out in showing him to be insanely powerful despite Saitama's ability to shrug him off.

Unless by "other universes" you means characters from other works of fiction, I guess the question there is what is being shown in other stories that's not being shown in OPM that would suggest Saitama would get outclassed there?

Saitama's power is unlimited. He cannot be defeated on strenght, durability or speed. The fact that he doesn't reach Silver-Age Superman levels of bullshit powers is completely irrelevant and so is the fact that Saitama can be defeated at videogames or beauty contests.

So anyone? his gag is funny exclusively as a concet, the moment you make even more than a pilot out of it it's instantly boring. It doesn't help that unlike cartoons such as Droopy or Daffy OPM doesn't dabble much in toon reality distortion and absurdity, the gist of what you get is "mundane thing done really hard/fast".

Have there ever been times where lighthearted funny or cartoonish characters get soundly defeated by more serious ones? Nobody writes that kind of thing much, because most people would hate it, but you could do it. Like, other than the fact that nobody would like it, not much really keeps a writer from making a story where, say, Bugs Bunny gets tortured and held hostage by a bad guy until somebody comes to save him. Being a silly cartoon doesn't really make you invulnerable, and that shouldn't really apply to OP's invincible baldy guy either. Like, sure, literally no one would like it if a villain gave him polio and he was paralyzed from the waist down, and it wouldn't really fit the tone of his stories, but you could do it if you have an edgy streak or wanted a reason to draw pictures of him punching people from a wheelchair or whatever.

Like, there are comics where Spider-man almost gets killed by random thugs armed only with a board with a nail in it. They used to run in my newspaper. Spider-Man shouldn't really be threatened by something like that if you look at it form a power-level perspective, but the author wanted to draw Spider-Man getting knocked out by a board with a nail in it, so that's where the story went. Disorderly or capricious writing allows any character to defeat any other, and allows for tone or mood to change and disables "toon force", which is a stupid and nonsensical concept since you're trying to quantify and define something not really meant to be quantified (silly characters being silly). Being a comedy character doesn't make you immune to losing. They can even lose when it's not funny. You just have to imagine or write a scenario like that.

Yes he does. Saitama has no limit to how strong he can get, Boros said he can't sense an end to his power, the power-level measure systems that exist in the OPM world can't measure his strenght and even Garou notes that it's not possible to become stronger than him.
