"Road Rash" is the only cut episode on the German DVDs. All the other episodes are uncensored.
On the Shout Factory DVD in the US, the only cut episodes are "The Good the Bad and the Wallaby", "Road Rash", "Hut Sut Raw" and "Wacky Deli".
The NickToons Network reruns, meanwhile, are censored to hell and back.

i would not be surprised if they just did it to meet their time stipulations and make more room for ads. this sorta of thing happens all the time in cartoons. you like the way they speed up intros nowadays for instance, or just cut them down the middle

That would be understandable, but this is the Shout Factory DVD that made that edit. They didn't use the same cuts as the NickToons Network versions (which were edited for both time and content), The episodes that Shout Factory cut were censored deliberately for content.
"The Good, the Bad and the Wallaby" removes Heffer getting a BJ from the Suck-O-Matic, "Hut Sut Raw" removed Rocko pinching the tip of a bear's penis, "Road Rash" removes the Not Tell Motel scene, and "Wacky Deli" removes the Bologna getting beaten with the phone. That last one is the the oddest, since much of what Shout Factory DID keep in was far worse (like leaving in the Deliverance parody or all the Chokey Chicken references).

Been meaning to rewatch Rocko's Modern Life (haven't since I was a kid) but I don't want to watch it all censored. Hopefully Netflix puts out an uncensored version that gets ripped elsewhere.
