It's not about if the character is blatantly another character. it's whether or not the creator uses that to tell a story you couldn't otherwise tell. Squadron Supreme's first couple issues might be some of the most underrated and subversive comics ever created because of how they depict the Justice League in a situation that could otherwise never exist within a monthly publication. So long as there is an intention to explore ideas that go beyond what could be possible with the character typically, then there should be no problem with the usage of homages and analogues

Writer Christopher Priest was over at Marvel writing for Black Panther for a good while, and then left because he felt that the only reason why he was even on the book was because he himself was black. He later went over to DC, specifically to write Deathstroke and a brief Justice League run. When he did, he decided to make his own "Black Panther"
