Yes, the man's a primarch so he's already in the top tier and he and his legion will already be leagues ahead of the majority of Earth. The Imperial Fists are known for their iron will and supreme defense and fottification abilities, as well as their ability in void warfare so their fleets in space should give them an incredible edge. Alongside that, the numbers of the IF during the heresy was already large, and if we compound it with the: Solar Auxilia regiments, Imperial Knights, Aeronautica Imperialis and Mechanicum forces, present then Dorn will have a great amount of resources to take Earth.

So you have then close to 10,000 marines (as you did say legion) to take down 6 people. And that isn't just marines but includes librarians, captains, terminators, dreadnoughts, company veterans as well as a host of vehicles. Plus the primarch himself.

All street level heroes are finished. But Fury, Xaiver, or some other person will get cosmic heroes involved and win. But this Yea Forums, and many will never admit that. Hell, they will tell you that Harley Quinn can beat Karate kid in a fight, when that is a flat out lie.

They aren't, though. They didn't have any special distinction during the Crusade and weren't in the top five for bringing worlds into compliance - they were even surpassed at that endeavor by the Word Bearers who stopped to turn every world into a Megachurch, and the War Hounds, whose only tactic was to scream like retards and charge at the enemy.

And even into the 41st Millenium they are the only First Founding Legion not to have successor Chapters. And you might argue in favour of their humanitarian nature but they're eclipsed on that front by the Space Wolves, Blood Angels, and the Lamenters.
