Mutations aren't targeted, they are fairly random changes in DNA. Some of them work out well and make an organism more apt to survive, others don't and the organism is less likely to survive. The current era of mutants, presumably, is kind of like a genetic wild west. In the future the mutations should be more normalized, as the strong outlast the weak. Barring social and technological advances that would allow others to survive.

Because writers want the mutants to be oppressed minorities, which is the real reason they will never be the next step. That would require replacing homosapiens making the X-Men look like murderers

Honestly? Mutants are no next step in human evolution. Would they be natural heroes and villains/anti-heroes and anti-villains or humans with powers that could be used in more utilitarian/pragmatic/mundane ways? Yeah, I can see them like that. Marvel citizens must be beyond retarded to not see how much mutants offer in terms of technological and biological advancements.

On the other hand the claim in them being the next step in human evolution is further undermined by the fact that while they scream about being oppressed, they act like some privileged assholes (with tons of arrogance) or ow the edge tier assholes because they had a hard life. Then again in case of the latter its justified due to humans in Marvel being frightful retards that causes the latter mutant group to lash out at them. Even more, the first mutant group also is at fault here for people hating mutantkind and resulting in the creation of the 2nd group of mutants. Never ending cycle of revenge and retribution.

Right, but the way it expresses itself in terms of powers likely follows the same sort of genetic logic. For example, Wolverine is more likely to survive into the future than Toad, and Wolverine certainly gets laid more than Toad, so in the future there should be more mutants with Wolverine's power set than with Toad's.

but the real mutants who are elite are the omega levels

What you see with "what if" and future storylines, is that the children of mutants have a good chance of inheriting BOTH of their parents superpowers, and the children of mutates carry the X-gene with their mutate parent's power. Given enough generations, the x-gene would proliferate through humanity, and all of mankind would have dozens and dozens of powers apiece, becoming more akin to gods.

Just like the actual evolution, the ones with the traits that are more fitting for survival will be passed on and on, until the changes are common while the useless traits are filtered (by not being reproduced for whatever reason)
