A. they were radicalized there
B. posted their larp manifestos there
C. posted their intentions for their respective shootings

It had become an alarmingly consistent pattern, to the point that the argument was that the community there was actually creating new mass shooting events that otherwise might not have happened by egging on people that showed interest.

The government didn't shut down that board. The hosting service did. CloudFlare can't arrest people, they can at most decide they no longer want to support the content and won't let it be on their servers anymore. You are asking for a federal response from what is not a federal entity.

And a federal response would not be forthcoming, because programs to catch and prevent domestic terrorism have been massively defunded. The Right doesn't like applying the term terrorism to anything other than foreign brown people, and refuses to pay for anything related to domestic terrorism. Whether or not you think things like mass shootings apply under that title, the same programs that were under the domestic terrorism umbrella were catching those guys too.

That's a big part of why it feels like these are happening more often: the programs that used to catch a significant number of these guys before they pulled the trigger have been budget cut into toothlessness. Thats one less barrier between these guys and their victims.

You have to answer two questions there:

The first is: who would do the reading of this shit that's in open access? Who is getting tasked with seeking these guys out and actually categorizing them for active investigation? The domestic terrorism groups that used to do this sort of thing don't have the manpower or the money anymore, and no one else is picking up the slack. So you need to find someone else to do it instead and then convince congress to pay them for it.

The second is: at what point do you take edgy internet posts as evidence of intent to commit a crime? I'm sure you can see the difficulty here. Not everything said online is to be taken seriously, some people are just assholes who will never do anything. You are trying not to catch a guy after he does a crime you can tie him to, but to establish a solid case that a guy WOULD HAVE done a bad thing he didn't actually do yet because you stopped him. That's really tough to do without a mountain of evidence, evidence you can't establish without already having investigated the guy pretty thoroughly. Which is work that takes time, money, and people, so go back to point 1.

Like the gun control side of this same debate, its not that we can't solve this problem from a logistical perspective. We can technically pass and enact stricter gun control, whether that would actually solve the problem or not being a matter of debate. Its that we are not, as a nation, willing to give enough of a fuck at this time. At least, we are not willing to give enough of a fuck to elect people that would put such plans into action at this time.

1. The plans, threats, and means for enacting those plans are spread out all over the internet, both in social media and anonymous internet forums.

2. In order to actually bring the guy in before he starts shooting, you need to build a solid case to prove that he's actually going to do it. Contrary to what uncle Alex Jones tells us, the government can't and doesn't just blackbag everyone who looks like they're going to do something sketchy.

3. Adding to 2, the case needs to go through proper judicial channels before it can even be approved. This is what stops the cops from randomly beating down your door because a beat cop saw you smoking a joint through a window.

4. Adding to 1, the FBI is doing this for THOUSANDS of people. Even with proper tracking software and a good number of experienced, motivated people, there's a solid chance that some guy posting that he's gonna go shoot Mexicans and then actually shooting Mexicans that evening might not get picked up, processed, and acted on in time.

tl;dr: the guys in charge of watching for school shooters aren't 100% effective because they're human beings who have to follow the rules and also have to do this exact same thing for thousands of people just in case one of them snaps.
