Juggernaut exists strictly to job so that bigger badder villains can look like more serious threats after easily beating him up. He has never been and never will be anything more than that.

You mean spanning multiple movies? No not really. Even if you go with the magic crystal version of the character he isn't going to beat an entire team of anyone, much less the particularly OP Avengers.
I feel like it would be cool to have him fight Spiderman. He's just a MUCH better Rhino anyway. For the record Juggernaut is one of my favorite comic book characters.

Only if they treat him with the respect he deserves as a physical threat. Give him some kind of reason to be systemically stomping around but NOT kill our heroes until the climatic battle, and yeah, he could work.
