All great in their own way, and pop culture icons. Who was the best? Worst? What other villains would be "worthy" of standing among them?

Darth Vader was a couple years before, and Dr. Doom a couple decades, but yeah, Venger was also cool, Saw-Boss also had an interesting design, there was at least one badass looking Mumm-Ra clone... And don't even get me started on 80s anime villains.

Actual Golden Age Dr. Sivana was the perfect 80s villain prototype, and the gangster version of Joker was great.

well, they weren't allowed to actually DO anything because of puss-ass faggot parents, so.. they had to make up for it with personality.
Starscream and Cobra Commander were both voiced by Chris Latta, a voice actor and stand-up comic who used to joke on stage that he made a career out of his own mental illness.
One time he was called in to his son's school, the kid had been sent to the principal's office. Seems he'd been telling everyone at school that his dad was the Cobra Commander. The principal asked him if he could explain to his son that his father was not really this "Cobra Commander" person, and Chris Latta grins, leans over, and says "BUT I AM!"
None of those are greay villains, they're all one-note characters. They are from great franchises, and some have good visual design. That's why we remember them. But without their franchises they would be shit.
Bullshit. Skeletor could carry a slice of life show all by himself.
Skeletor is literally the one thing in 80s He-Man worth a damn.

Simply put, they were villains, not misguided innocents led astray due to the environment around them that end up getting sexy with the heroes unlike what I see from shows after the 90s. These dudes are simply inherently evil and not only know it, they embrace it without questioning morality.
These shows on right now dont really stick with that concept, most of them usually have the villain be some surprise guy pulled out the ass out of nowhere and call it a twist (I call it bad writing) or play up the villain as being so incompetent that they lose any sense of threat. Doesnt help that the younger generations are too enamored with wanting to 'redeem' a villain and have them join the good guy team after saying a mere apology so now we can't have a villain who's too scary physically or commits an actual atrocity played entirely straight if the higher ups want to play that angle, that's what I think anyways. Sure those ones in the OP could squeeze a laugh out of you due to a shrill voice or bitching everything at the last second but 85% of the time they carried themselves with dignity and garnered rightfully earned fear from their enemies. Even the turtles had to be wary of Uncle Phil.

None of the sources I could find said one way or another, but honestly I'd be more surprised if he didn't. The guy was a special combination of nucking futs and hilarious.

He's just a classic cheesy "mustache twirling" type of villain. Couple that with the fact that he has a scary design juxtaposed with a nerdy ass voice and you get a pretty memorable villain.
In addition, he had the coolest assortment of henchmen out of any 80s villain. (except maybe Megatron, but for Megatron, they were cool for their personalities, for Skeletor, they were cool because of weird design and powers)
All I can say is watch some of the old episodes, maybe read some of the modern comics (He-Man Thundercats will give you a good feel for Skeletor). Nostalgia is, admittedly, a big factor, because he is pure campy cheese, and if that's not your thing, you can't say you weren't warned.
