He's usually not on Thanos' level, but just like Thanos with the Infinite Gauntlet he has briefly acquired virtually limitless power at times through various plot devices.

No, Thanos is far beyond Doom. Doom can construct armor powerful enough to survive for awhile in a brawl with him, but Thanos can similarly develop armor if he chose to. Doom is power in magical ability, probably the second strongest magic user on Earth, but Thanos can also use magic, enough to nullify the advantage it offers Doom. Doom can augment his physical strength with all kinds of weapons, but those still don't pose much of a threat to Thanks, who can similarly develop weapons should he care to. The one area where Doom obviously excels is that he is smarter than Thanos, though Thanos is also quite smart, Doom could probably prepare a trap for Thanos that would work, but Thanos definitely has the edge in almost any scenario.
Totally correct, though I believe on a meta-level, Doom has more plot-power than Thanos; if a comic was drafted featuring Dr. Doom taking on Thanos, Doom would almost certainly have to win, because it would make for a more compelling narrative, and Doom in this case would be fulfilling the role of anti-hero.

Doom's abilities are technological and magical. He's not a Batman style pseudo-ninja type.

He's "stronger" than Thanos the same way Batman is "stronger" than Superman or Darkseid. Definitely not in terms of god-given strength, but the power of prep time + genius intellect + wealth means he can more or less overcome any obstacle (except, of course, Reed).

Dr. Doom is a great character but is not the same sort of character as Thanos.
Doom is a man living several lies that should be true. His name isn't Doom, he isn't royalty, he never graduated so he isn't a doctor, yet he rules his people justly (depending on the writer) and is certainly smart enough to be a doctor. Fate has caused him to literally be what he is not, and though he is worthy of several titles, none of them are earned through the proper channels.
With the right writer, he's terribly interesting and more importantly fun, as you combine all of that into the facade he has chosen to live by and thus he acts like a saturday morning cartoon villain, "Because THIS is how DOOM should act." He's completely delusional yet simultaneously correct, or at least justified in most cases. He SHOULD be a doctor, he SHOULD be of royal blood, and yet he isn't.
Under a bad writer though, he's one of two things. Either an uninteresting evil warlord or the biggest wank you've ever seen, and as a fan of the guy you should see the pathetic lengths some writers go to make sure that doom is forever the best ever.
On the grand scheme of things, if he shows up in the MCU he'd be the next Loki, a sort of evil not really evil character that serves as the wildcard in several situations and will probably actually save everyone through his actions in the process.
Or he'll get consumed by his hubris. That's equally likely, honestly.
