I think Pearl was easily the best character on the show, while Lapis had some of the most potential for character development that sadly never really came to fruition. At least not to the degree that was hyped up.

Pearl is a really fucking dull character
She's had one obsession the entire show and it literally never changed no matter what happened.

Lapis spent hundreds of years, alone, as prisoner, only to be saved by a boy, the only person to be kind to her since her very creation, who did everything she could to escape the planet that was her cell to what she thought was her home, to be taken prisoner, again, and then to protect the one person who was ever good to her, she chose to become the warden, torturing someone (debatably) far beyond what they deserved. Later she actually finds a place to call home, and people who care about her, and the same war that made her a prisoner twice before comes knocking at her front door, and she runs, because that's the only way she knows how to cope and she doesn't know what else to do.
Lapis is a good character because she's wrong, so often, and for good reason, not just because it's her only gimmick like being obsessed with Rose. But because it's literally the only time the SU crew even tried to make a character be fucking consistent.

Literally nothing Pearl does makes sense in the context of her knowing Rose Was Pink Diamond, all of her fucking prior conflicts make no sense in that context.
