Wendy was never meant to be an actual character. She was like The Little Red-Haired Girl from Peanuts; the unobtainable "perfect girl" that the MC pines over but can never have. No personality and traits beyond "perfect" and "ideal". That was Wendy's role in the series; to be Dipper's Little Red-Haired Girl. Remember how season 1 got completely derailed from the ongoing mystery early on and over half that season focuses on Dipper concocting scheme after scheme to "get" Wendy?
