The main issues are that KM originally had 4 colors, green, yellow, orange, and purple, which don't work nearly as well as a 3 color combo, and that horizontal stripes, especially a lot of them, don't work that well as a primary design feature.

It's not about the lack of exposed cleavage (which she should never have in the first place) or the annoyingly short hair (which should be covered by a mask anyway). It's about the overall blandness of the design added to the lack of femininity. It doesn't say "Catwoman", just generic thief.
If you want to go for a more lithe, less flashy appearance, THIS is the way to go.

The problem is you can't improve on most of Batman's rogues because a lot of them are in full body leotards or are just guys in suits. Riddler, Two Face, Ventriloquist/Scarface, Catwoman. Or monsters like Croc, Clayface, and Solomon Grundy. Not much to do there You have to take things in a completely new direction that most people end up hating (i.e. The Batman or Suicide Squad)
