Because the show is mainly and specifically about Tulip, One-One and King Dog are just kinda following her, it doesn't help that One-One's personalities are so one note and don't seem to do anything besides look for their mother.
Going with 7/10 too, even if the side characters don't add that much, the show's still slightly better than average for various reasons imo.
These last 2 episodes really made feel stuff, so I'm fairly optimistic.
