Catwoman, on the other hand, has been played by both Eartha Kitt in the 66 series, and Halle Barry in the solo movie, not to mention being black in Year One and some other stories, to my knowledge, Harvey has always been depcted as caucasian in the comics.
Point is: Catwoman has a much longer history of being racebent than either Riddler or Two-Face, and is thus a much better choice.

If you think about The Dark Knight, there were 3 rogues (Scarecrow, Joker, Twoface) but multiple antagonists/crime bosses (Lau, Maroni, Black Dynamite) that could've easily been replaced with any classic crimebosses (Black Mask, Penguin, Ventroliquist) or just general rogues if TDK trilogy wasn't so grounded.
The problem with multiple villains is giving them all the spotlight. You can have a core few and then others in the background for worldbuilding and flavor. The Winter Soldier had Batroc, MODOK, Crossbones, Winter Soldier, HYDRA. Just have to play it smart.

I love Giancarlo Esposito, but he'd be wasted on this role. I can't envision the Riddler as anything but a dorky white dude- a milquetoast with a gimmick at his mildest and a kleptomaniacal burglar with a mental condition at his most criminal, nothing even mildly threatening about him. Change too much of that in pursuit of modernizing him or making him into a credible threat, and it ceases to be the Riddler, might as well just call him something else, because he'd effectively be an entirely new character anyway.
I don't feel like either of these guys are a particularly good fit for the Riddler.
