It shouldn't be. Mental illness is just like physical illness. It's people that need help and require treatment. Just because we don't 100% understand how something works doesn't mean we shouldn't try to fix it or help people who have it.
For the record, I think that "transitioning" is a bandaid that doesn't do much to help the illness of gender dysphoria, and bottom surgery is butchery that shouldn't be allowed.
