Hal has more experience and works better in a team. Rich is no slouch but his teamwork isn't so hot.
Part of what I like about Rich is that he works better on his own most of the time, but he's also an amazing leader when he's required to step up as one.
Rich has his moments, especially when it comes to uniting disparate characters, but he is more apt to run off on his own instead of working with team mates or formulating plans. Tactics were usually someone else's job like Worldmind or Steve Rogers.

Does what better?The whole space cop thing? Hal by a long shot since Rich was never meant to be a space cop in the first place and that angle of the character should be dropped.
Hal has had the better stories, lore, etc... But personally I like Rich more because he has always been more relatable, had a lot of character growth, and was always more of an underdog character.
New Warriors has been his only real team hasn't it? His stint in Secret Avengers and Defenders was very brief.

He's the impulsive kind of character that gets a thought going on and then he just runs off to do it. He did it a lot in Annihilation when shit hit the fan and he needed to improvise. It also annoyed Peter who is usually a guy who likes to have plans and be in the loop of what's going on (which is funny considering how the Guardians behave).

Except for some exceptions like Spectre and Ghost Rider, Black Cat and Catwoman, Moon Knight and Batman, Man Thing and Swamp Thing, Magneto and Dr. Polaris, etc.
I consider his time leading the Annihilators enough to thought of as a member, mostly because he brought them together. Other than that, he's spent a lot of time as a guest character on GotG the past couple years

The thing about Nova is that he wasn't a Green Lantern copy until New Warriors when they made a powered Nova corps and the members were more than Xandarians but still they were more like Space National Guard than actual cops. Nova originally was just one teen with powers that spent his time on Earth fighting bad guys and was then shangai'd into space to fight a war against the Skrulls.
Annihilation was when they really started pushing the space cop thing but by then the corps got wiped out and when DnA's run started it wa smostly Lone Ranger and Space Western lawman dispensing his own brand of justice.
They weren't Annihilators yet when Rich team up with them in Thanos Imperative and he then left them to join up with Star-Lord. It was also a very brief team up.
