I thought it was pretty clear also (given the previous strip) that she took off and immediately found herself back where she started. Parley would have similarly teleported to her intended destination, only to instantly (so instantly that she didn't even realize she had left in the first place) find herself back where she started (leading her to believe she can't teleport).

Could be time, though, that could be it too.

I don't think time or teleportation are likely, actually.
I think it's most likely mind trickery. She thought she was flying, but didn't, so the way that she knows how to fly she can't do it anymore. Like, if you thought you were walking, but you aren't, how would you be able to walk anymore? It would effectively disable your ability to walk, which is actually a really clever way of using illusion powers.
I'm guessing the wisps or whatever made Parley and Cvet believe that the way they teleport/fly is actually something useless, like just flexing some muscles or whatever that doesn't actually accomplish anything.

As you say! anything is possible with illusions. I merely am thinking this because she seems to have moved already before this point, so she hasn't found herself "stuck", and it doesn't seem like she "forgot how to jump" since she started to, and looked confident that her jump was occurring. If your case is what happened, it isn't portrayed very clearly IMO. I can see this one of those "here is what I think I'm doing in my head, I've done it a thousand times before" things, right?

Like panel 3 is in fact Cvet's imagination, what she expects to happen, because she's flown all her life.
Meanwhile, panel 4 is that exact moment that she is imagining, but from annie (and our) perspective.

I think if you wanna learn how to do good sequential art, Gunnerkrigg isn't the place to look for inspiration. Tom is a great wrter, but he really struggles with conveying things visually, especially with more complex scenes.
If you want examples of great sequential art (albeit usually shittier writing, actually), you should pick up DC and Marvel comics or manga. Stuff like One Punch Man of course is an inspiration for all artists.
