More likely he's trying to bring up the fact that people from brown countries aspire to have white porcelain skin because that's seen as attractive there. Whereas in predominantly white western countries people like to be "tall DARK and handsome" because that's seen as exotic and charming. It's the whole "you always want what you don't have" sort of thing. What does this have to do with comics and cartoons? You be the judge.

India has its own racist caste system where the darker skinned Indians are considered lower. My college had a ton of Indian green card students. One department a friend worked for had a ton of them. He said a bunch of them were still using the old caste system from India to determine who got certain jobs / shifts. The department had to explain to them how it was not only wrong, but completely illegal in America.

There's a light skin woman, tan guy and an actual brown guy. I think that's more Mexican than Coco who just made everyone brown. Mexico is a mixed race country people come in all different colors.
