You could say that for most things in this season. What was the point of Batman doing retcon in the island? why have a subplot about domestic violence? Why is there a Scooby Doo episode? Remember when we thought Steph and Cass where going to be in the show? They where like in one episode and even then just for a third of the story.
80 percent of the people in this show are little more that background characters but the screentime they get makes them feel like they are going to be important later even if they don't, its like watching Onepiece all over again.

Yeah. Her family always had bad guys running after them so they could study her. So her parents basically forced her to have a meek and forgettable personality so they wouldn't raise suspicion. But she was naturally an extrovert gifted in a lot of things, so becoming Shebang was her way of being her true self. Once the danger of being hunted down went away, she was able to be herself even out of costume, and that caused conflict with all of her friends who knew her as a shy quiet girl. She's a super interesting character.
