And though he and Pennywise are rivals, and are in battle, it's more of a battle of ideas than fisticuffs. Maturin is creation, and Pennywise is consumption.

If you're referring to the poem, I'd take that with a grain of salt.

IIRC, the higher planes of reality, like All-World and Keystone Earth are not supported by Maturin, but are protected by him. But the lower "fake worlds" I do believe he supports, like the world from IT.

If you read the dark tower comics, there's a lot of supplemental lore that delves into, among other things, Maturin and the other guardians.

Maturin backed them up when they were kids and gave them the Ritual of Chud. Later on, when they were adults and Maturin was debatably dead/dormant, Gan himself steps in to give them that final push when they would've otherwise lost.

Then the turtle died, and pennywise thought their help was gone, so he brought them back to finish the deed.

you need a specific technique to defeat IT, power of belief which really only children have and only know can harm IT thanks to Maturin's instruction. Crazy Batman is just a guy. IT would have a lot of trouble controlling him because of lack of fear but he should be able to kill him or show him the Deadlights for extended time.
