VA keeps The Boys around as a check and balance to the supes because they know otherwise Homelander wouldn't be the only one getting big ideas about his place in the world. They keep 'em just useful enough to cull the capes that become worthless but not useful enough to actually endanger their plans for bio-WMDs.

Should I start reading this? I've been told that the show is much more grounded and that in the comics the supes are all pretty much universally evil so I think I might not enjoy it as much.

The supes aren't universally evil, but the comic shows them as much more flawed and corrupted... that said, the comic also shows that there are a lot more exceptions and people who are 'true believers' like Starlight or folks who are innocent of wrongdoing or regretful about the wrongs they have done.
As far as the other characters, I'm torn - on the one hand I like what the show does with some of the other Seven like A-Train and The Deep where their flaws and problems are much more fleshed out, but on the other hand you've got Maeve who is portrayed as being a complete drunken shell of a human being before any of the stuff that fucks her up in the comics happens, and you've got Homelander who is portrayed as being a violent sociopath from the first episode instead of going through the long gradual decline we see in the comics.
Try both and see how you like it. The first half of the comic has already been storytimed here and the second half should be showing up later today and it takes all of a few hours to read the lot. Then try the series and see which you like more.

Superduper is a team of 'reject' supes who all suffer from mental and power-related disabilities... and are ironically one of the few groups of genuinely nice, heroic supes we see in the comic. Stool Shadow can phase through solid objects, but her powers don't work reliably so she suffers from bruises, nose breaks, and concussive brain damage from constantly running headlong into walls.
She qt and phasing has nice pervert possibilities but no control? Ouch

It works in a rudimentary fashion. The entire worldbuilding is setup so that The Boys with a mere 50x can trash anybody that isn't Homelander, so the entire comic revolves around blackmail and politics. And by proxy every fight resolves around shivving people, who suddenly can't fight back after that.

Judging by how the plot is finally resolved Ennis is really an edgy idea guy who is great at starting good stories and characters but terrible at actually resolving them.

Homelander starts out as something else, obviously by no means innocent, but he starts out more like a common thug - someone with power who's used to getting his way and eliminating people who threaten his interests, but is still very concerned with his reputation and how he's perceived by others. It takes a while before we see him start blasting planes out of the sky for the hell of it or murdering people out of boredom or planning a coup.
