It was the only way.
If she, as Pink Diamond, had said "I don't want to colonize this world" , Blue and Yellow would just have sighed, taken her back to Homeworld and colonized Earth themselves. Her gems would not have listened to her over the other Diamonds.
But Rose Quartz incited an actual rebellion. You can't reason with a rebellion, and it is radical enough to inspire others. Also, it's not "Just another Diamond" in charge.
She did not "push all responsibility on a child"- from her point of view, there was no more responsibility. The Diamonds had given up Earth, abandoned it, and had not shown themselves in 5000 years. The gem monsters were all but gone, and her Crystal Gems were more than able to handle what was left, as they consistently have shown.
Escape retribution? From whom? And how is fucking DYING "escaping retribution"?
