Ted Turner told Fred Seibert that the show was a flop, when it came out. Despite it being the most popular cable cartoon at the time. That's what led to Seibert's idea to spend the same amount of money on 50 pitches from 50 leads, knowing most would fail. That's where What a Cartoon / Cartoon, Cartoon, etc came from. Dexter's Lab, Powerpuff Girls, etc.
So presumably, Swat Kats was simply too expensive to make for the return that Turner wanted from it.
