They wanted Terry to have someone to bounce off of when it came to hero shit that wasn't a decrepit old fart (Bruce, Babs) and getting his girlfriend involved when a) Terry has shown multiple times he doesn't want her to get involved and b) isn't good with computers or sleuthing would have been a terrible move, not to mention a huge cliche.
It also helps solidify the idea that this is a new generation of the Bat, somebody's gonna have to run command center when Bruce gets old to do even that, there's even a few episodes where he's not even there so it's just those two pulling night shift.

I enjoyed Max, the chemistry between her and Terry was fantastic. I think the sad reason was because Bruce won’t live forever, so they ensured Terry had a tech guy. At least that’s what I thought it damn Bruce won’t die and Max was no where in the future episode in JLU. Bruce making Terry soup and getting mad that it went cold will always be one of my favorite moments.
Honestly I thought that she was a really fun character, it's Dana who is unnecessary. She was literally only there as a love interest, she had a flat-as-hell personality and never any plot relevance outside of "Damsel in distress" and "Frustrated girlfriend". Max was just a better character all around. Make her the love interest and the show would be that much better

The show crew hated her and rightfully thought she was detrimental to the core of the show - relationship between Bruce and Terry. Basically, for a time the DCAU staff did indeed post at Toonzone, interacted with fans, etc. For instance, I believe Superman losing the lines on his face after the first season of Justice League was credited to TZ posters saying they made him look too old/exhausted.

I actually liked Max alot. Dana felt like such a bland character in comparison. Heck, I thought Chelsea was a more interesting character than Dana, especially after her father sent her to that facility for troubled youths and she was abused. I mean, she seemed so happy that Terry of all people visited her when no one else seemed to, so I always that it sucked that they didn't do more with that after the fact.
It was fun watching her get thrown around like a ragdoll but they kinda did that with every character in the show as well.
One of the Jokers tried to kill Max for scoring better than him on a test. I feel she's qualified enough to be involved.

No, there's a case to be made. Everything focuses on Bruce and his history, while everything involving Terry comes off as forced and tacky. Terry is taking up Bruce's mantle rather than creating his own. Bruce is constantly telling him what to do rather than letting him make his own choices and mistakes.
