That logic would work if there wasn't a clear hard border where any human that steps on it intermediately gets killed by a dragon on behave of the elves.

But we don’t know what that would actually do in the long run. Sure, the dragons would be gone and humans and elves would be on an even footing, but the environment could then collapse because dragons aren’t sucking up enough magic energy or something. They're referencing one of the endings to Shadowrun: Dragonfall where you can join the villain and genocide the dragons. The dragons were assholes in that setting too, but ultimately a necessary evil because the stuff they held at bay literally had no counter besides dragons.

Before Dark Magic became a problem, they don't mention poaching specifically. They don't even detail the nature of the problem. The issue that was taken could have been that humans were growing too powerful.

It's most likely they see the threat of using dragons or elves as a material for dark magic. If you can make a fireball strong enough to hurt a fire dragon king from just a flock of birds, imagine what you could do with a dragon. Probably make some crazy magic nuke or worse.

That would be the smart thing to do, but the issue from what I can see is something like a single fireball can be made from multiple animals at once. This implies to me one of the pitfalls of dark magic is that it's very easy for someone to basically waste resources like crazy with it.
