You need a good budget and skill to do cartoon action well. Considering that, most producers don't want to risk deviating from the most tried-and-true possible formula.
The biggest change in story style the suits will allow is making the protagonist a goofy bungler with slapstick, and it's way more conventional to do that with a male than a female character.
They still have shows about girls kicking villains' asses, just in a cute marketable way that appeals to girls.
